            <description><![CDATA[<p>I&#39;m aware that one can set the access permissions on &quot;artifacts&quot; uploaded to a particular installation of Elgg. My question is: can you (if you&#39;re not the moderator) change these permissions once they are set? For instance, can a make a folder &quot;public&quot; after I&#39;ve generated it as &quot;private&quot;? </p><p>Is this something that only the moderator of a specific installation is able to do? </p><p>If so, how does one (who is not a moderator) access the &quot;properties&quot; of a folder to make such a change </p>]]></description>
